To better leverage government R&D grants for IT innovation: is past R&D experience capability or liability?

Abstract

We examine how government R&D grants affect the innovation performance of IT entrepreneurial firms in China. Drawing on the literature of organizational learning and innovation, also accounting for the characteristics of IT innovation, we argue that an IT entrepreneurial firm’s past R&D experience provides capability for it to leverage government exploitative R&D grants, but becomes liability for it to leverage government explorative R&D grants. With a sample of IT entrepreneurial firms in China, we find strong support for this argument. These results have important implications for both academy and practice.
