Abstract
The recently concluded COP21 climate change conference in Paris saw the adoption of the Paris Agreement by 195 countries, which acknowledged the ‘need to promote universal access to sustainable energy in developing countries’ (UNFCCC, 2015). The new Sustainable Development Goals (SDGs) also emphasize the importance of providing modern energy access to all. Supported by international organizations, such as the International Renewable Energy Agency (IRENA), hydropower has been promoted as a clean and green source of energy at COP21. France also announced it will spend €2 billion in Africa in renewable energy generation, including hydropower projects (Guardian, 2015).
